Bayohne's answer regarding the difficulty and the dungeon requiring the exact number of required people suggest an automatic scaling of mobs if you ask me.
I hope you guys do realize that for the 30 dungeon a group of 50's will not get gear faster than a group of good 30's. If both groups are capable of clearing the dungeon then they will both be put on the same timer. Overall the same amount of gear will be acquired by the good 30's and the 50's. In terms of difficulty obviously it would be easier for the 50's. Do you go into nanawa mines as a lvl 50 and struggle? no. So why would you go into a dungeon that is below your lvl and struggle?
In terms of the lvl 50 dungeon. Try it before you bash it.

I don't necessarily want all my R30 gear to be something any gimp 50 can DLVL win.
I'm sure a lot of bad R50s don't agree.
