When I sent a ticket for someone doing the exact same thing on Titan, the response was that they have no rules stating how someone plays their character, and once inside an instance, anyone is free to attack or not attack anything as they see fit. As long as the person isn't going off in chat the whole time with things like "take this, screw you" they can't say if he was griefing or not, his keyboard could have messed up, he could have been trying a different strategy. They were hesitant to put in the vote kick system, and have said they will take any abuse seriously, they would most likely side with the one person that was getting "teamed up on" by the group, since being a prick isn't one of the valid reason to kick someone. I don't agree with it, but that's how SE operates.

Never said I got a non copy paste response, because I am pretty sure this is one, telling me that anyone can pretty much do whatever they want while in a duty, because they have no rules saying they can't.

That reply leads me to believe you were reporting someone for another reason to be honest.
