Except that this is nothing like FATES. Fates are challengeless pointless fights. They drop nothing, spawn every 10 minutes, and require no brain cells to do.
The more incentive there is to a fight (such as loot or exp, in the case of Dark Devices in early 2.0), the more likely you'll find overgeared people waiting to claim it, take the inferior gear, and sell it for a quick buck.
FATEs are the open world NMs without much incentive, Behemoth and Odin are the NMs WITH incentive. Anyone can CLEARLY see the problem with both of these, right? "FATEs are pointless" and "Open world Primals have so much competition it's causing glitching and 90k's". So what do you propose as middle ground? Leveling up is so quick, and upgrading gear can be done every 10-15 levels with no repercussions.
It seems to me - as much as it pains to admit it - that instanced stuff (or options like treasure maps) are the best way to keep server strain in check AND to help with unfair claiming. Granted, after the game grows a bit more, adding new territories and perhaps multiple NMs like Odin and Behemoth popping at once, people may be more spread out, but it'll take time.
I think SE wants people to experience the story and content they created, and also to see the player base improve as a whole, not go to the MB and buy the best stuff and say, "I'm done!"
