2.16: Delay in changing cross hotbar sets

yeah it seems to be if you press to quick after anything it doesn't respond which is definatly not helpful when you have quick fingers

Indeed, after releasing any of the trigger buttons, you can not do anything for a certain amount of time, not even change targets or confirm the action you just selected (i.e. there's now a delay before you can place ground AoEs).

Why did they change it?

Apparently, something used to happen if you held a trigger, pressed a directional button, released the trigger but kept the directional button pressed down. To prevent this, they added a certain pre-set delay to... EVERYTHING after releasing a trigger button. At least it fixed that thing... whatever it was.
