The better the reward the more desired the content will be. I think the reason most people do more difficult fights is for the rewards/loot, primals would not be fun if they offered nothing in return. By raising rewards you can eventually find a balence point.
The question is not whether you're willing to PF for those rewards, but if you're willing to Duty Finder for them? That's where most of the rewarding is taking place after all (See daily roulette). If tanks were rewarded for being in a static/prebuilt group that'd be a little unfair to the other members, I would think.
