Obviously you don't read before you post... I said that if someone is second in command but they have not been one of the first to join... Lets say they joined 6 months after someone else but there second in command, that implies that they don't meet criteria to have the leadership transferred... At what point did I say anything about anyone coming back and getting leadership... WAIT FOR IT WAIT FOR IT... YEAH LEARN HOW TO READ BEFORE MAKING A SNIDE COMMENT...!!!

That list is a hierarchy of rules. It filters the potential new leader in that specific order, it doesn't just randomly pick a rule.
It would do this
1) Filter everyone who has logged in within the last 7 days -> More than 1 result? Move on to step 2. If there's only one result, that person would be the new leader.
2) Filter highest ranking members out of the results from step 1 -> More than 1 result? Move on to step 3. If there's only one result, that person would be the new leader.
3) Oldest member out of the results from step 2 is the new leader.
You do realize that is a speculation right? It says meets below criteria which could mean that you need to fill all forms of criteria in order to have the transfer happen... Its a vague reply with no actual explanation on how it is going to work...Shortened quote for character limit.

It's not speculation...that's how it's written just with less words. They don't need to write it word for word for people to understand.
Couple of points.
1. If there is more than 1 person occupying the general position, I would like to think that before the FC Master promoted them to such role that he would be happy for them to run the FC in his absence.
2. How do you define second in command if more than 1 person has the second rank in the FC, surely 2nd in command is held by more than 1 person in that case? Therefore the rules should work, because if there is truly only 1 second in command, then he/she should hold Rank 2 in the FC by default.
