The act of systematic and/or continued unwanted and annoying actions of one party or a group, including threats and demands.

If the emotes were being repeated, like spam, people would report the op and it would probably fit this definition. I have seen people suspended for spamming /slap on a friend. They also were reported and suspended for harassment even though the friend being slapped had no issue with it.
