Its the primary reason of keeping old content still relevant. From a business aspect it keeps the users doing something more than just the new content and burning through it. Vanity Gear is a great example. If your bored or want to mix and match your outfit, you can try to farm that specific look from a old dungeon, which without that no one would most likely do unless their new. Any way they can tie in vanity into something worthwhile and fun is better than /afk piece that has a nice shimmer.
