Yeah, all classes get a level 50 ability that doesn't require a target to use and usually has some fancy effect that lasts a brief time on the field (like for GLA it's Circle of Scorn). To be honest I find people who spam these non-targetable abilities in cities to be really annoying - the sound effects are awfully loud and they just come across as horribly obnoxious, especially seeing stupid DRGs jumping around all over the place like acrobats.

Under sound options, turn off "other PC" sounds, but leave personal and Group sounds on. Mutes only other players not in your party >_>
