As a Warrior, I've seen Tank, Healer and DPS time it out. So don't be blaming all Tanks.
As I always queue up with my hubby, we always start at the beginning.
Commendations.
If I play dps I only give it out to other dps.
If I play tank I only give it out to healers.
If I play healer I only give it out to tank.
Only if they should be getting a commendation.
There are always exceptions to the rules!
Timing out is not the same as purposely withdrawing. If a DPS were to purposely withdraw, he/she would be sent to the back of the queue/line and "A party member has withdrawn" would not continue to persist for 5 minutes. Tanks are most in demand, and queuing as one guarantees nearly instantaneous entry to almost any DF content, meaning there is no queue/line for them to be sent to the back of.
Ergo, the only class capable of consistently causing "A party member has withdrawn" for extended periods is the most in-demand class archetype, which is currently Tank.
A little late seeing this but.....
When I see the queue window show 5/6 Tank 6/6 Healer 12/12 Dps and the damn fishing keeps going on for 30 mins, I sure as hell will blame the douchebag tanks.
I like how you failed to point out the most important thing in Kewitt's post. She wants a 1 min lock out to prevent getting the same tank over and over again that is just fishing.
(Note Kewitt is my RL wife so take that as it is.)

Last night we had 6/6 tanks 5/6 healer 12/12 DPS withdrawn for about 10 mins.
Kewitt switched from warrior to healer and we got in with 1 withdrawn.
