As far as we know, via Reinhart's translating, if you bought a previous collector's edition for ARR you automatically get the new collector's items. It was somewhat unclear if the upgrade will also cover people who bought the 1.0 collector's edition.

As covered in the live letter, if you already own the CE and have the code on your mogstation, you will get the Fat Chocobo and moogle minion on April 14th, even if you do not purchase the PS4 CE

The mount and minion will be given to all current collectors edition owners regardless of when and what platform they bought it for. Yoshida confirmed this in the latest live letter.

If not, you can buy a CE upgrade for your account
