I keep reading about people saying Bloodletter is affected by PIE, but it's not a DoT o.O. It does 500 damage when the affect wears off. I've watched my combat logs and I've never seen any DoT effect from this ability.

Up until I took up fishing I had no points put into PIE and I saw no problems getting Bloodletter to land. What's hilarious is with 43 PIE my Bloodletter lands -less- often than before. Personally I think it's because I lowered my melee stats overall to put points into my caster stats for gathering. This is only my opinion, however, not actual proof.

Where exactly is the proof that Bloodletter is affected by PIE?

Parsing done, but at one point during patching a few months ago, after the party nerfs & NM nerfs, PIE seemed to have lost it's effect on weaponskill DoTs. Bloodletter does tick for a small amount though it does not show in your combat log, however the biggest perk is not the DoT, but the burst and the increased projectile damage. But all combat functions are moot anyway, until battle changes are complete I wouldn't even worry about it TBH.
