Well Enliven is thus far good for me as a Monk. Not sure about Dragoon. Unlike Dragoon dropping your GL3 is big taboo for Monks. And most of monk skills hit like wet noodle without positional advantage + GL3.

Stop being stingy and upgrade it already =P. I'm having a field day canceling sprint on it. Also you forget to add that Dragon Kick hits like a wet noodle if it doesn't meet the positional benefit. Hitting the back of someone is possible when training someone in PvP. Flank? Better give up on that...
Figuring out where I want to allocate all my points is where I have my biggest problem actually lol. The PvP abilities for monk are sooooo useful even ranked up.@Zabuza

Somersault owns spellcasters. Up to 50% spell speed reduction for 20 second duration.
Axe Kick is useful against physical dps, and at 240 potency can also be used as a major damage off GCD move and able to get instant GL3 off it.
Weapon Throw can slow a target for up to 12 seconds 40% movement slow.
Need 2 points in fetter ward for 10 seconds
Need Purify obv.
Oh... the possibilities.

Yeah It's super cluttered!
Somersault upgraded + Feint is a super counter on Equanimity healers. I wouldn't use Axe Kick for DMG or so much for the pacification but by god getting instant GL3 is too good. Thus far I've found Weapon throw with CD reduction and 40% Slow for 6 seconds is good enough. It is enough for us to chase up during that 6 seconds. 12 Seconds give us a lot of space to position Flank attacks, but it can still be easily countered due to this game's auto facing. Fetter wards needs 10 seconds. Purify is also a given. You'd be really torn on what to take. But thus far I've only hovered between these setup:
Axe Kick - CD Reduce - 6
Somersault - No Upgrade -3
Weaponthrow - CD Reduce, 40% - 6
Purify - CD Reduce - 3
Fetter Wards - 10s Upgrade -6
Enliven - No Upgrade -3
Or...
Move Enliven into Somersault upgrade.
Hmm, I don't really get the CD reductions on any of them, most matches in my data center don't last long enough for those to be beneficial. What I have is like this.
Axe Kick upgraded to 9 second pacify, no potency increase yet.
Somersault at 50% spell speed reduction, no duration increase yet.
Weapon throw basic 6 second skill.
Fetter Ward upgraded to 10 seconds, no cd reduction.
Basic Purify.
I did not get enliven at all, but use icarus wings in place of them.
I'm rank 26 so still deciding what I want to get for next 2 skills.
And since you are having such an issue with keeping up with people and using actions, you can always upgrade it to:
- 60s CD
- 12s Heavy
- 40% Potency
Lol wha? When did I say I had a huge issue keeping up to people? I simply said that dragon kick has a long animation. This is exaggeration.
My bad, I mean to make up for Dragon Kick's long animation, you should do as I posted previously.
I would go these for the dragoon.
fetter ward - 6 when enemy pop swiftcast u can stay full duration immune from the cc
skewel - 6 reduce 40% opponent caster int and can protect u or ur team mates from incoming burst
weapon throw - 6 for removing sprint every 1min
enliven - 6 cause of 75% energy regeneration
impulse rush - 6 boost ur burst damage since that ability have no gcd? and easier use sprint with invigorate.
total 30 points
I would not take that 40% heavy because 20% chance is too rng and there is other good places too
