SE has said that we won't have to purchase the game again. They haven't explained specifics, but we will receive a PS4 version for free if you are a paying customer on PS3. Not sure if this means will we get a digital voucher (most likely) or a physical copy of the game (much less likely). The only concrete details they have given, is that when you do make the switch you won't be able to access your account on your PS3 any longer. Switching will effectively switch the service plan you have set-up through SE, to enable playing on your PS4 but disabling playing that account on PS3. That's really the extent of what I have seen so far on the subject.
Retail copy of XIV for PS3 is still a digital copy. Disc just acts as an installer, and it's the serial key it comes with that ties the game to your PSN account. The game even shows up in your PSN download history so you can install it again without the disc.
Because of how you claim a digital copy of XIV on your ps3 with your code.. I'm going to assume they'll be using the cross buy feature of the ps4. Kinda like how ppl who purchased Flower for the ps3 got it automatically for free on the psn in the ps4 store.
The beta is just meant to be on the store for all ps4 owners on the 22nd of February.
