Knowing you reduce damage by 35% when you successfully block with one shield and 25% with another tells you little. At first glance the 35% reduction seems better, but if you have a 15% block rate with it but the other has a 25% chance of blocking.

The resulting mitigation from the first shield (35%/15%) is 5.25% while the second shield (25%/25%) is 6.25%.

It's what Traek quoted. It's in reference to crit rating, but it stands to reason that it applies to shield/parry as well.
