I agree that skill (individual and team) is very important, and most players are a long way from realizing the full potential of their class. That being said, you've completely downplayed all the other issues.

Each tier of gear is substantially better than the previous tiers. If you really think craft gear can "close the gap", then have your pre-made run full craft lv55 in the lv50 PvP bracket for night (no cheating with weapons, lv55 is good enough!). You will be obliterated.

@75% win it takes about 500 games to get a full set of lv70 gear, and if you're a new player, behind the gear curve, your win% will be much lower. @50% win it's ~650 games, and @33% it's ~800 games. There is a problem with the system, when the most viable option for a level 50 player is to que against level 30 players.

It's nice to have a discussion about gear vs skill, but at the end of the day, that's not what most people are complaining about. People are unhappy about summoners and jumping. SE has confirmed that they are planning to adjust both in 2.15, but the damage has been done. FFXIV is primarily a PvE focused game, so the PvP community was small to begin with... everyday it gets smaller and smaller.
