Alternatively, we could add a QoL improvement that doesn't affect the good people at all and hampers the ability of the bad people to abuse the system

Yeah but it comes down to the circumstances. What if the party was running out of time to finish the instance but they can't get a replacement because of your new rule? Now three players (four when the dc'd one returns to fail also) have suffered instead of one.
The system is far from perfect, but the people who are vote kicking ten seconds after someone has disconnected are a bigger problem.
You're right in that no system will be perfect. That's why you minimise the amount of abuse. I'd wager that there are far more people suffering from being kicked after a quick dc than there are people who have a dc with 10 minutes left on the clock.Yeah but it comes down to the circumstances. I've found that quite a few times, it's a 'fake' dc especially if it's a roulette or after a wipe. They want to be kicked, expect to be kicked so they won't suffer the 30 min deserter debuff or don't want to lose their bonus roulette. It's just like all those awful queues that go on for like 10+ requeues because the tank wants a in-progress party up to the last boss for easy mythos.
Some times it just happens. I've been auto-kicked for AFK from CT because my ISP hiccuped and it took me that long to get back on. :/
