Statement: Votekicking someone because they are a bad is not against the TOS, especially if the tank cannot hold aggro. This one has done this on multiple occasions.

The healer and the mage voted our tank out for such a stupid reason, no need to tell you that after a short period of time because no second tank showed up they left ! Also im sure that after our short conversation if a second tank has come they would voted me out too !
Also the tank was not bad at all he did a good job only his gear maybe was not so strong but yeah he didnt got a CT gear on himself like the healer ! Im soo angry of such people !!!
Got a question.....where can i report such thing ?
And i really hope that he got baned after that !
Except, how do you know if they were bad as a player or just trolling? (Harassment) That's one of the Vote Kick options. It's hard to prove if they're just trolling and trying to leech a run or just simply bad.
Again, throw them some tips. The majority of "trolls" are so obvious that it pains me to even put quotes around that. Some of them ignore you (in which case, bad and troll are effectively the same thing). Some of them make a show of "improving" and then intentionally do something stupid at a crucial moment (tail swipe!), and then do it again on the next try. There are some masterful ones who are good at walking that thin line but nothing is perfect. Their goal is to wipe your party. Your goal is to win. It's going to clash and show at some point.
Something like this warrants a kick. Being undergeared in a DF dungeon that clearly allowed him in because of the minimum ilvl reqs doesn't.Last week I ran Titan HM for 12 hours straight on one of the days I had off that week. One of the fights I was watching a dragoon and what he was doing. He only used one skill, true trust. His most basic attack skill. Not once did he try to put up any debuffs on Titan or use his heavy thrust to increase his damage or even pull a simple combo attack. The whole fight, spammed one attack skill. He also was very good at eating aoe attacks from Titan.
If its a low level dungeon, I have no problem trying to give some pointers. By the time you are running Titan HM pulling that crap, you are getting voted out. Go right ahead and report me everytime I do it as well. I wasted 12 hours that day trying to down Titan but because of players like that dragoon, my time was wasted.

It falls under grief tactics. Looking at the wording in that image, it's certainly grief. You don't kick someone because you think they have low gear, especially with gear requirements in place.
Grief Tactics are considered harassment.
Query: As the majority of the group chose to kick because of insufficient gear and/or skill how is this Grief Tactics?
Statement: During a Garuda EX today the group kicked a WAR because of the fact that an i80 bard pulled hate off of his i85 WAR on Chirada with ease over multiple attempts. The WAR was kicked not out of malicious intent but because the group wanted a win.
Query: How is this in any ways griefing?
Statement: This response is indicative of a high probability of being vote kicked for a similar reason.
Quotation: The needs of the many outweigh the needs of the few.
For some strange reason, I have a feeling this wasn't the WAR's fault.

If you're blowing all you have before his axe even reaches the harpy, it is not his fault.
Query: Than how was it that once said WAR was replaced with another WAR Garuda was one-shot?
Observation: The WAR in question had enough time to get provoke then a butcher's block combo off. The bard in question also had used quelling strikes. As stated above, the fight was one-shot once he was vote-kicked.
