The way I see it, Beast tribe primals won't be limited to the 6 we know off.
It's already stated that the Twelve works in a similar way than the primals. And we already know the Ascians worship other gods.
So I think there are thirteen primals for human (The Twelve and Hydaelyn), thirteen for Ascians (Belias and the other Esper from FFXII, and Zodiark), and I suppose thirteen too for beast tribes.

And I'sure we can find enough beastmen races to fill all the spots.

Why would the Ascians and Beastmen (as a whole) have specifically thirteen primals each? Or am I missing something?

Just because the Eorzean civilization has thirteen (if you're counting Hydaelyn), why would it have to be the same way for the others? It'd just seem they'd have however many primals as they have "gods." Which could be one for each beastmen tribe, could be multiple for some tribes that worship multiple gods/primals... Besides, the beastmen are different races from each other, why would all of them be lumped in together?

For that matter, do we know there are only thirteen gods/primals for the Eorzeans civilization? I mean, there could be some cults, some outcast gods that it's blasphemy to talk about... etc. etc...

Also it's highly possible that the ascians serves the Zodiark and his 12 friends but nothing seems to say that there is a fixed number of primals for bestmen, there also are the primals that have no followers ( Odin, Bahamut )

Hydaelyn is akin to Provenance Watcher in FFXI - while not a primal perse, it can likely take the form of anything she chooses other than being a mothercrystal. In 1.x's storyline it was stated we are more than capable of summoning our own primal/god but who it is was the mystery.

Considering it's the planet itself? Not completely since Provenance was basically the "beginning" before all live, i.e "It all began with a crystal" and Provenance Watcher was just a form taken on by the Mothercrystal. So considering Hydaelyn is clearly a mothercrystal (or big ass crystal) it's be similar to that if she does pop up.

All the Ascians are named after the Scions of Light from ff12, Lahabrea for example is in opposition to Mateus (Esper) the Scion of Darkness.

For the beastmen, it's just a speculation.
For the Ascians, a SMN quest brings the Belias-Egi. Belias is an Esper in Final Fantasy XII (Or a Lucavi in Final Fantasy Tactis) representing the Aries Sign. There are 12 other "Zodiacal" Esper, with the most powerful as Zodiark.

If two of them are in FFXIV world, I think we can assume the eleven others are too, with Zodiark as Hydaelyn "couterpart"
So, we have twelwe "Light-Primals" pledged to Hydaelyn, the Ascian may have twelve "Dark-Primals" pledged to Zodiark, perharps the beastmen follow the same pattern.

As for the different race, it may not be that important. If some Ixali worshipped Ifrit, maybe they could summon it too, like the Amal'ja do. It can be just a cultural "preference" like you choose a deity when you create your character, or like each city-state choose to worship one god over the other.
