    It's not just japanese people.
A couple of times I tried adding D E F to the duty finder. I've got only french members and no matter what, they kept talking french. They didn't even try to use the autotranslate function.
Of course not all of them act the same way, but since then I stopped putting other flags besides E in the DF.

As a french player, I can tell more about this.

Usually, french people are playing always in community, barely leaving Moogle/Shiva/Ragnarok groups. So they are used to get 4/8/24 french people and don't care much about the few non-french speaking people.
It sucks a lot, and I usually just talk in english even with other french people as a mark of respect (unless I have something really urgent to say at one precise person, making it more useful in french for the instant understanding).

If when asked nicely to talk in english, they still refuse to do so, they are sadly the worst part of the French community. Sadly, The best part is commonly speaking english and often doesn't even bother saying they are fench, because origin shouldn't matter in a group, and moreover, they don't want to recieve some "mmo-racism" because French people are being ignored and hated for being "haters and elitist jerks".

Bah, all countries are the same.

german only players? XD seems to be rare i think.

and yah of course, why cant people communicate a little in german if they see there is someone with german language also.... if they stick to english afterwards i dont see any problem with it. the problem i see is that many frensh player (no offense, but it is like it is) cant speak english (commercials in english are forbidden in france). in Germany its really rare that someone doesnt speak english at all..

i worked in a hotel for a very long time. and it mostly have been frensh or italian people who are unable to speak english

Ok, for the french part, i can try to explain it: Our foreign language education is crap... I seriously learned more english by playing FFVI than in 10 years at school ><

I don't know if it has changed till i finished school but the only thing you learned was really basic vocabulary and some grammar... And you learn more to write/read it than speak it... So... well... don't expect many french older than 25 to be fluent in english... (and here i just hope the next generation had a better education than mine)

That's pretty close to how things are in Japan as well.

There are a lot of English teachers who do try very hard and the curriculum itself is not all bad ... but perhaps a big part of the problem is that most young people don't see the relevance of learning English. The language hasn't really gained widespread use as a real communication tool in Japanese society. As a result, many short-sighted students see it as something akin to trigonometry -- i.e. something you study in school and probably never use again once you graduate.
