Except the pug can give commendations to people in pre-made groups. At the very least there should be an equal trade.

make it so the leader of that party only can give the accommodation to someone else out side of the party that why some dude that happened to not be in the party doesn't just get 3 commendations because he wasn't in the premade party.

Commendations aren't forced, one can just leave without giving any. I don't think restricting the power to give commendation to the leader would work. The pug would then feel forced to impress that person alone. Considering the pug can commend anyone in the pre-made party, it's only fair that they should all be able to commend him.
