It could be lag on their side, which makes it look like they're not moving until after they're about to get hit, or sometimes latency (it still exists you know). I've had moments where I was outside of the AoE and still got hit by it. There are also moments where it's impossible to dodge the WotL, due to people sitting at just the right spots to where there is no safe zone they can get to in time (the cause of many of my deaths in there). I'm not saying it's not completely on them, sometimes it is something out of a single player's control. You can't blame the player for 100% of the incidents.
