There is a lot of content tuned with the current provoke cool-down, turn 2 being the most obvious. Lowering the provoke cool-down would trivalize turn 2 allowing tank swaps at 1-2 stacks or make removing rot a viable option for even under geared groups.It's bugged or something, two of the 10 times I've attempted it (the 2 best attempts too) the spiney plume put 2 stacks on me and the MT had to provoke it, and it put 2 stacks on him instantly and I couldn't provoke it back.
Provoke is useless in PVP anyway, don't see how a 30 second cooldown would break anything.
