Vote Dismiss Can Only Be Used By Players Who Are Randomly Matched For A Duty?

When you get to the last boss in AK with a group that takes almost the entire duration and have 17 minutes left on the timer, NO it's not a good idea. What even makes it a good idea? What is the reasoning for not being able to remove someone that's offline for 15 minutes in a premade group?

If it was a premade group, you cannot replace anyways yet. Therefore, you were SoL even if you could kick him.
