I like this, but I would take it a step further.Good ideas but I would add/edit the following to your #1 suggestion:
1. Classes can equip skills regardless of level but have the skills cost double the ability points to equip if it is not their main class. Such as cure costing 6 ability points instead of 3. This would only effect melee classes when they equip magic class skills and vise versa.
If the AP cost of Red Lotus is 3,
Gladiators equip it for 3,
Other DoW equip it for 4,
DoM equip it for 6.
