Good ideas but I would add/edit the following to your #1 suggestion:
1. Classes can equip skills regardless of level but have the skills cost double the ability points to equip if it is not their main class. Such as cure costing 6 ability points instead of 3. This would only effect melee classes when they equip magic class skills and vise versa.
