Hmmm ... not exactly. It's not that "you only need one TTT to make IDC effective to use again". Another IDC is simply the best remaining option. There are a few pretty similar rotations near the top that illustrate the evolution:

1.
HP IDC TTT

The IDC/IDF rotation was more or less the second best rotation pre-2.1. All 3 of those rotations are bound by the 20-second Heavy Thrust (and PH) cycle.

#3 has less than 100% DE uptime. It also loses CT uptime. In 2.1, CT uptime is more relevant (30p dot ticks). This causes this rotation to slip into "meh" range. #3 was sort of an ok third-tier rotation until #2 ...

#2 uses Fracture to avoid heavy clipping with CT while still injecting a "high potency" GCD. In 2.1 Fracture is relatively the weakest it's ever been. The direct damage on CT alone (220 DE-adjusted potency) is almost as strong as Fracture (230 DE-adjusted potency). 1 tick of CT DoT and it's better than using Fracture. So rotation #2 slips due to the CT improvements in 2.1.

This leaves us with #1, which ironically is simply a repeated "HP IDC TTT" ... twice in a row.

Due to the clipping changes which folks have mentioned, the CT clipping doesn't even matter much ...

So yeah it certainly is "dumbing it down" for the simple as a result.
