I think Asuras is right. It's a lack of interesting game play.

For example: I wanted to be a warrior when I first started playing this game. I loved the way their Artifact looked. But I was so bored I was about ready to quit the game before I even reached level 20 trying to play it. It was just dull to me. Very repetitive and mindless. The disciplines of Magic were the only classes that appealed to me.

So I think more people would play a tank role if they expanded their game play to appeal to more people.

In other words: it's not that we don't want any responsibility or are lazy. It's just that we want to have fun. And the current tanking classes in the game just aren't much fun to play for many of us.
