1 shard per hit is incredibly ridiculous and if you want to get the achievements in higher zones and say want to keep farming fire shards for example, you can't. They have so many empty slots on the gathering spots that could be filled with shards. If I could farm fire shards and water shards all the way through the achievement categories for the luminary btn and min tools I would.

You can actually. That's how I've managed to probably get 2 or 3 of my MIN achievements when there wasn't anything else I needed from an an area.
