Indeed. Plus there was an additional note in the patches that, after 2.2, Unused houses will be reclaimed from inactive FC's. So it makes sense.

I bet the claimed FC houses will be sold on the Housing Market as Used Property and their price will be extremely cheap because you're buy a used property.

Just like buying a used car rather than buying a new expensive car that is just released this year.
