They are both aimed at tanks.
They provide a massive amount of vitality, but one offers parry instead of skill speed.

Vitality is one of the main mitigation stats for a Tank and is arguably the most important one.
Parry does not offer much mitigation, and as I stated earlier, only function on physical.
Vitality functions for EVERYTHING and should be prioritized over Parry.

You'll be better off as a tank going for the extra vitality.

Not true. Even with partial i90 gear you're still looking at 8k+ HP with food, party buff and Defiance up. You can sacrifice a few VIT to get increased defensive stats.

VIT is a better defensive stat than Parry is the thing. Parry is % chance, VIT is a constant. You'll always have that extra X amount of health, you won't always parry X amount of times every fight.

Except that sacrificing Vitality IS sacrificing defensive stats.
It doesn't matter if you have just enough health to not get one shot.
The more health you have, the less likely you are to die in the event of spike damage.
It also means your healer has more time to react, to fll your HP bar up.

    Parry does not do that.
It only works once in awhile, and its only on physical.
Parry does NOT help you during a progression of ADS when he turns around and decides to clock half your health off.

Both look pretty good to me from a DPS standpoint, faster AA speeds and all. I definitely want.

So it looks like until you get Allagan Axe... Dual is BiS, with a few of the new accessories being BiS over Allagan. My oh my... But outside of that? That Axe is so beautiful that I want to shed manly tears.

A note of promise received from Rowena. Can be redeemed for a superior weapon of your choice.

    That's probably the quest reward.
