I disagree. The first thing you should aim for is capping your acc which will put you in 100%... making lowered enemy evasion unnecessary. The only reason I can see for evasion down to be useful is making it less of a requirement for bard so they grab more crit equip instead of acc equip to make up for the B4B/IR nerf.

Try capping accuracy with current i90 pieces.
Damage reduction was awesome, but evasion down is also very useful.
