Here is the traditional calendar events for a typical MMO around this time. You have Xmas events coming up. And then you have a Valentines event in Feb so my best guess is as early as March.

It is, but in FFXI, not XIV.

It actually says "FINAL FANTASY XIV: A Realm Reborn" on the page, but it's clearly for DQX and FFXI.

The Dragon Quest X and Final Fantasy XIV crossover (the moogle) will take place afterwards in mid February to mid March. The two crossovers for Final Fantasy XIV will take place in the end of January to early February 2014.
