Sorry, I have trouble reading derpy posts. Of course you wouldn't set foot in CT if you are fully i90. But:

a) Most people aren't i90 on even 1 class.
b) those that are have at least 7 other classes to i90, most likely sitting in darklight atm

Meaning they have a reason to go into CT.

Since the number of players in that category is such a trivial percentage of the entire playerbase I don't think SE's finances would notice their departure.

To expand on this: Removing loot lockouts on Coil would increase the number of people in said category, which would have a detrimental effect on the game as a whole.
