Why does CT have loot lockout?

Honestly, there just dragging out content until they can get the ball rolling on spitting out content to keep everyone happy. They didn't expect the start they had so that off set them by a bit. But honestly only getting one loot per week in CT or EM Primal's really is lack luster at best. Only bonus is that each week you get a new weapon from completing the EM Primal quest line. Kinda defeats the purpose of ever doing another Relic quest for alt classes. I kinda like that as the Relic quest is lame.

But now to what will be a very big issue. Once a person is locked out of loot for CT, and out of 24 people you'll see this trust me, that person will just leave. I honestly don't see people going past the first boss for a while just due to that fact.

Thank you for this information. It is crystal clear now and at the same time disappointing that you can only get 1 loot and nothing more per week from crystal tower on one character.
