The issue seems to be that the majority of the game's population, even very casual players, are sporting full DL (i70) with multiple AF2 (i90) pieces by now.

That is a dangerous assumption. There are quite a lot of people in our FC (400 members) who have just dinged 50 this past week or who are still not even 50 yet. There are also many who have just 2~3 pieces of DF and still working on their Relic.

Back on topic, requiring iLv70 is hard to justify. Crystal Tower is for casual play, and an artifical roadblock that requires a time-consuming grind is anything but casual.
