Different Final Fantasy games have different lore. Final Fantasy VIII also had Tonberry as a summon, but in most cases they're just monsters. Siren's original appearance was in FFV as a boss. I'm just glad to see another classic Final Fantasy monster show upBetter to have her as a cool dungeon boss than not show up at all.

I summoned Sylphs in Final Fantasy IV just like Ifrit and Titan, so they should be primals. I also summoned Chocobos, so why aren't they primals?
Different game, different universe, different rules. Siren made her first appearance in the main series in FFV, where she was just an early story boss.
Y'know, between the fact that WellFooled posted more or less exactly what I said, the fact that we both main Gladiator and his signature being a line from my favorite game in the series...I'm starting to think I might have an alt account run by another personality of mine.
So wtf IS Siren in this game then? She looks like she could be Garuda's sexier sister.
Basically I do not a crap whether she is a primal or not. Is she going to get an 8-man fight is what I'm really asking.
Siren is a siren. She's a member of a strong race of monsters. The game pretty much told you that when you were at the Isle of Umbra.
And it's possible. Who knows at this point? If there's enough demand, she might be.
