We know the primals, they are the one on the posters and the ones listed on the website
Shiva, Ramuh and Leviathan ARE primals
Siren is not and has never been hinted as one

Siren is a siren. She's a member of a strong race of monsters. The game pretty much told you that when you were at the Isle of Umbra.
And it's possible. Who knows at this point? If there's enough demand, she might be.

And it's pretty much definite that Shiva, Ramuh and Leviathan will get 8-man fights. They're being released with Hard and Extreme Modes, which are all 8-man boss battles.

The Good King Moggle Mog isn't a primal, no, but they released it instead of Titan in 1.0 because of the earthquake that hit Japan around the planned release of Titan. That means they already had the Moogle instance layout and there would be no reason to ditch it for 2.0. So just because The Good King isn't a primal isn't reason enough to have other things that aren't primals have own separate instances.

The devs won't give you a more definite answer than "it's a possibility." Unless it's planned for 2.2, which I sincerely doubt, it'll all come down to fan reaction and demand.

Shiva is already known as a primal, along with Ramuh and Leviathan. They will get their own fights.
