fixing a broken ability that is be used in a way it was not designed is not considered a nerf...

in this case about blm double flare,
a bug fix means a nerf. it's just a matter of wording. A nerf means to weaken. if they are going to take away the ability to double flare. it means to weaken the Job, in other word (and in this case) it's a nerf.
