Generally its is adjusting the playing field of pvp. Now for instance in SWTOR (at least around launch and beta) you would receive a debuff which would give other targets 30% dmg reduction to everyone except the tank that targeted you. in FFXI it wasd a forced lock on that you can get around with aoes. Further back Ragnarok online provoke would by reducing your overall damage output to anyone except the tank. Now in SWTOR and RO you had more party buffs on tanking then tanks did in XI and are ARR so they might add extra mechanics but the purpose is to take a DD out of play for a limited time. Pld and War besides provoke also has have another method with cover and holmgang.
So effectively your forcing the same game pattern as PVE. Keep other members of the party alive long enough to finish the fight by soaking up damage they will potentially take.

Is it? I was so hoping the name for the new PvP zone was just flavorful, and not actually describing another bland arena system.
I assume the servers are hosted in Japan, because I've never seen average latency like this before. Now that I know the PvP is going to be so dull, I'll need to re-consider continuing to subscribe. Then again, it's been a very long time since I've played a game with player housing, so maybe that can fill the void.
