well if you look at the Gunarm guy dont care for his name that works with Gauis, he was a person from a country gauis conquered. The guy talks of how at first seemed evil but his Country had known peace after it was taken over. AND the fact that he was a high up on Gauis legion, and when he was kill Gauis was pissed normally countries taken over the people become slaves and poverty stricken (wutai in ff7, some cities in FF6 and 4). So hes not that evil cause real evil wouldnt give a crap about underlings dying.

Indoctrination can help to quell the masses. Oh, that's something they did! I don't recall the gunarm guy killing the underling... I must have skipped that CS or saw it late one night while playing. Either way, countries absorbed by the Garlean Empire are indoctrinated to ensure pacification and compliance. That alone is an evil act. Yes it's bad to invade country and endoctrinate but by doing this they can bring peace in the world, because with no countries there is no war.


It's a really immoral way to bring peace but it can work, except that the empire will be in a civil war at the death of the emperor because there is no heir, so the legatus will surely fight each others.
