If that's your argument about what a relic is, then they fit the definition perfectly. It is a lengthy quest that gives one of the most powerful weapons in the game requiring the completion of the story, five boss monsters, and the involvement of two high level crafters (one to make the base weapon and one to meld the materia.)

And in previous FF, the ultimate weapons weren't always difficult to get. FF tactics you stole or found them on the maps, FF7 most were sitting around waiting to be picked up (hell Tifa's comes from a vending machine,) FF8 were all crafted, some of FF4 came from boss monsters, some bought and some just found while the remake was ultimate equipment from rare drops from basic monsters. One of the better weapons in FF6 Atma/Ultima weapon could be found before the World of Ruin.
