You should be using Swiftcast > Stoneskin > Regen/Cure > Cure/Regen on the pull. This is more than enough GCDs for tank to get aggro.

You realize that every tick of that regen on the Stoneskin tank is just generating overhealing threat right?
And are we talking about AK/WP or Coil or HM Primals? Wasting a Swiftcast on a Stonekin seems rather silly since in AK/WP you can easily time your Stoneskin cast to land as the tank finishes up a pull or heads to the next one. On Primals, the only one you really need to worry about is possibly Titan, and after Landslide you have more than enough time to cast Stoneskin on him before MB anyhow.
End game you should be weighting PIE>DET>SS>Crit
PIE is our only source of scaling mana regen and the larger the piety pool, the longer we'll sustain healing in a fight, the less we need to call for a ballad, the more our group can focus on dps, the faster the content goes down.
DET for obvious reasons. SS for reduced casting time, reduced gcd, and smoother overall healing. Crit is always last because no WHM should ever be relying on RNG to heal (as we do not benefit from any overhealing at all as SCH do). In addition, our overhealing just adds onto the threat issues we already have as WHM.
I definitely appreciate the work you've done with the spreadsheet though and wish more people would visit/contribute to r/ffxivtc
I'm talking about Twintania of course...You realize that every tick of that regen on the Stoneskin tank is just generating overhealing threat right?

I see updating, so wanted to point something out. Not that it makes much difference, but the 1.028 is a decimal short of being correct I think. When I have 381 mind the buff sets me up to 395, whreas spread sheet only lists 394. I think perhaps 1.0283 maybe more accurate or so. I'm not sure when they start the rounding up on stats though, at .5 or higher. But thought I'd bring it to your attention anyways. Anyways, keep up the good work! Always use your sheet to help me when deciding what to upgrade next.

Probably a rounding error, I remember the variation to be from 2.77% to 2.83% or something similar, averaged it out.

Looking at the 2.1 EX Primal accessories, how do the vortex ring of healing and inferno bangle of healing compare to the current best in slot gear?
Vortex Ring of Healing: 13 MND, 11 SS, 11 DET
Hero's Ring of Healing: 13 MND, 8 PIE, 16 CRIT
Inferno Bangle of Healing: 13 MND, 8 PIE, 11 DET
Hero's Bracelet of Healing: 13 MND, 12 PIE, 11 CRIT
Correct me if I'm wrong, but I believe the priority stats for White mages are DET >> CRIT >> SS
Would these two primal accessories be the new best in slot and if not, could anyone kindly explain why they aren't?
It depends. I rank Det > Pie > SS = Crit. Sometimes prefer crit though if everything else is equal just cause it is useful for if I want to play as SCH too. But the ring is BiS for some and not for others. Some might not be willing to give up all their piety on that equip. I would say that and Allagan Ring are BiS. For Bangle I'd also put that at BiS as a no brainer for WHM.Looking at the 2.1 EX Primal accessories, how do the vortex ring of healing and inferno bangle of healing compare to the current best in slot gear?

Updated with all 2.1 stuff.
My opinion is that CRT is most practically useful since SPSD and DET give negligible gains when it really matters. However, I haven't done Titan/Ifrit EX so this may change.
On Twin, if you're healing the DS tank, CRT helps. If you're SSing the tank (since SCH should Lustrate) then SS might be slightly more useful, but keep in mind faster casting means more mana drained.
Thankfully, the difference in gains between the three stats (det/spsd/crt) is very small, so ultimately it comes down to what's most practical.
