Networking and maintenance is expensive. $49.99 ($50) / 12 = 4.1658(rep3) or 4.17 a month. 9.99 / month for 30 days and 14.99 / 90 days. This is by far cheaper than say 14.99 / month for 1 game's servers and maintenance. You also get access to free games and much much more. So yes, PS+ is a good thing to pay for (by the year).
you cite networking costs, but I already pay for that with my internet service, and Sony customers pay for that with their hardware and software purchases as well. PSN Plus (meaning the optional service that was on the PS3) and xbox live gold should be bringing in plenty enough money to cover those costs.

On a PC i dont have to pay any money beyond my internet service to play any game online other than a subscription MMO.

What would you rather do? Pay $50 a year to play COD on your PS3? or pay $0 a year to play it on the PC, especially considering your PC can use the same televisions and controllers your consoles use?
