The majority should never be punished because of a few that lacks self restraint.

I actually hope that it doesn't have a lock out. With 23 other people in the run I don't see myself having all the gear right away unless they just throw gear at you left and right.

This is true. If they use tomes for it then I guess I wouldn't mind a weekly lock too much but if it's just pure gear drops like coil then I would rather just be able to grind the dungeon at my own pace and not have a game tell me that I can't run it again until Monday. Assuming it's iLvl80 stuff I would like the chance to to be able to gear up my alt jobs while using coil to get the best of the best for my main.
