And no news may infact not mention anything about dev kits as the public may not need to know. Only that games are delayed.
You used to be able to see how many people were online across the whole server via the Party menu when the game was released, but they took this feature out a month or two after launch. So I'm sure whoever made the graph either made multiple characters on multiple accounts or had friends help collect the data. Either way, it would be a very easy and fairly accurate method of tracking the number of players. It is by no means a "sketchy" graph.

I play on Lindblum, and even if I didn't make any other characters, I know that my server is a medium-populated server, and there are 18 servers, so simple math could've figured it out for me as well.

    Yup.

This is something that is obvious to anyone who has stuck with this game since launch and who has actual experience playing it.

TERA Did need a lot of changes, but you're leaving out the fact XIV's only overhaul is the battle system, that is it. Both games needed many mob adjustments/placements, TERA did tons of skill tweaks, xiv did not because they're doing it in the overhaul, both games needed levelling adjustments and tweaks to enmity, etc. Not every member of staff involved in XIV's development is working on the battle overhaul, do you think the sound guy is? or the texture guy? or the 3d modeller? the whole "Overhaul" is a stupid reply.

ps. TERA isn't even released in America yet and they are taking there time in doing so. Do you know why¿ Because the koreans playing the game are already bitching there is nothing to to do endgame! So they are taking their sweet time and adding tons more content, because it would fail here if they didn't. So quit acting like TERA is so awesome in its current state, because it's not.
It is. I play TERA but not lots because I can only play when my Korean friend is on to help translate the story. But it is so much fun, othertimes im busy working. I dont spend a lot of time on here, I just have the site up 24/7 on my iPad and I'll tap on to hit refresh and see whats going and reply as so on.

The wait to make it international is not due to content is due to localization. TERA is fully voiced for story and is also 3 times larger than XIV in its current state. So takes time to translate and adjust.

They have already started fixing endgame issues so your comment is out of date.

Not to mention they're doing an expansion pack for this summer which NA getting for free

    Definiton:
A major repair, remake, renovation, or revision; To modernize, repair, renovate, or revise completely; To pass, overtake, or travel past
So to say it's "stupid" pretty much means "I'm going to ignore the obvious as it kills my argument."

Considering if you remember how they said they're going to be reworking animations and the like (even again recently mentioned this), to answer your question:

do you think the sound guy is? or the texture guy? or the 3d modeller?
You do know the game isn't created by just 1 team right? The programmers need the sound person to do their thing much like the world design team needs the texture artist to do their thing, so clearly if there's going to be a change of some kind, everyone is involved in some way, so yeah, they are busy working on the overhaul as well depending on what's being done. They also said new motions and effects will accompany skill changes, so that means sound and ve team and the folks who do the mocap (varies between studios, usually the ve team) are onboard.

TERA did need changes, as I said, but it didn't need dramatic changes like XIV did and still does. In your opinion it may, but the people I play with shared the similar opinion on what needed changing, and it's worlds less than what XIV does.

You can never get an accurate number from it since it is always changing. The dev know more on how many accounts there are. on each server. A player would need to press that search every second all day for a month to get a mild accurate reading and that is characters not accounts. Not everyone plays all day, every day.
