If it was drivers then this would appear only on one brand gpu's (nvidia or ati)... and f it was a pc related thing then only like one or two person would have it. So still getting it's a bug probably and need to be fixed D:

This isn't a bug, it's just bad graphics. The resolution of the shadowmap isn't high enough for near/complex objects. Those are just big shadow-pixels that get interpolated. SE probably didn't want to implement PSSM.

Well this might be bad graphics but how can you explain that some people see those graphics just perfectly fine, while other's don't ?

Everyone is capable of seeing these ugly shadows, simply by changing their FFXIV graphics settings. Some configurations make the problem much more obvious than others. For instance, it is easier to see at lower resolutions.
Hence, it isn't really a bug. Just a flaw in the graphics... that is glaringly obvious in a game that tries hard to be pretty.
