I think my issue with Regen in WP is mainly the first leg of the run. Because I feel like it has a long GCD. I can't Cast Regen w hile running because I'll pull the mobs he has only a single flash on but by the time we stop hes probably close to 50% health already, if I try dropping regen as my first heal the GCD usually gets him killed before I can drop a C2.

Upgrade in weapon makes that much of a difference huh? I thought I read somewhere that weapon damage adds to heal amount, is that correct?
