It's called net code -- not bad ping. Net code is how the client and the server communicate and is incredibly complex.

Good net code will mitigate perceived disconnect between client and server (e.g. LAG.) There's a reason why people can play world of warcraft with 250-350 ping and have it feel responsive. Their net code is constantly being reviewed, revised, and updated according to the newest coding techniques available.
If it was that bad then everyone would be having problems, these people who can't dodge are isolated experiences.

Is the 0.3s delay in position update too long? Yes. That doesn't make it "bad code", they can just go in and change it.
