I've been asking for this as a Tank since week 1; if someone aggro's something in a run, I have no way of knowing unless they happen to be on my screen or they say something in chat, and by then they're at 35% hp.

That's what the enemy list is for; it tells you exactly which mobs you have aggro from and which you don't. As a tank you should be checking the enemy list literally every few seconds. Unless I'm misunderstanding you, and you mean someone pulling a mob somewhere else that you have yet to go for and as such doesn't show up on your enemy list, in which case that person sucks.
